This study examines the nature of government-citizen communication and the extent of public participation in governance in Kogi State within Nigeria's Fourth Republic. Anchored on Easton's systems theory, the research employed both primary and secondary data, using interviews and questionnaires. Findings reveal limited and largely exclusive governance, with weak communication channels and minimal reflection of citizens' needs in policy outcomes. The study recommends adopting ICT-driven platforms, particularly social media, to enhance inclusive communication, strengthen citizen engagement, and improve governance outcomes.
