John Oliver Green was born and raised in Oklahoma. He attended the University of Oklahoma and Oklahoma City University and holds degrees in accounting and law. He formally service as a Lieutenant with the 25th Infantry in Vietnam. He formerly served as an IRS Revenue Agent and later as a Special Agent with the IRS Criminal Investigation Division, before becoming an attorney. He is now retired. As a legally trained author with professional experience in federal tax policy, the book examines the historical and legal foundations of tribal taxation in the United States.
