Omega Station is built in layers. The rich live in domes on the airless surface, with every luxury. The poor live beneath the surface of the planet, stacked level by level toward the molten core that keeps the whole place alive. Everything useful flows upward. Everything else flows downward, where the rules only apply when it's convenient for the people above. Malik Blayne lives between those lines...where the flow from above turns toxic.
