A group of ghost riders secretly return to Tunilia to retrieve personal belongings and set up a communications link with the herders who tend the cattle-like ghosts-of-the-sky. Gregor Fowler gets wind of it and sends some of his Tunilian Security Forces to deal with those he perceives as traitors.
