The story features the four protagonists, Agent X, Andrew, Michael, and Dylan, who arrive in Libertis. Michael seeks revenge on a wealthy Russian who had previously tried to kill them. Throughout the story, Michael attacks the Libertis City Hall to become the new mayor of the town.
