Director of the Bureau of Prisons, under such regulations as the Attorney Gen eral may prescribe, shall cause a complete study to be made of the person and shall furnish to the Commission a summary report, together with any recom mendations which in the Director's Opinion would be helful in determining the suitability of the prisoner for parole. Such report may include, but shall not be limited to, data. Regarding the prisoner's previous delinquency or criminal experience, pertinent circumstances of his social background, his capabilities, his mental and physical health, and such other factors as may be considered per tinent. The Commission may make such other investigation as it may deem necessary. In any case involving a person with respect to whom the court has designated a minimum term in accordance with subsection (a) of this section, such report and recommendations shall be made not less than ninety days prior to the expiration of such minimum term.
